How the list grew, 2025–2026

Chumba's Sweeps Coin list has grown in steps, and each step is dated in a document of its own:

In the older rulebooks the Sweeps Rules and the Terms carried different lists; since 13 July 2026 they carry the same sixteen. Earlier Terms also covered Canada, and by version 22.0 of 30 December 2025 the Terms shut out every jurisdiction outside the United States.

The dates sit close to state action. Indiana's new law took effect on 1 July 2026 and Maine's on 29 July 2026, and Chumba's July 2026 documents list both. Gambling Insider reported on 2 July 2026 that VGW's brands had left Indiana by 1 July 2026. CasinoBeats reported on 7 November 2025 that VGW was winding down in West Virginia. The New York step followed the Attorney General's notices of June 2025, set out below.

Buying Gold Coins from an excluded state (clause 3.2)

The Terms put a price on purchases made from the six Excluded Territory states. Clause 3.2 says Gold Coin purchases made from within the Excluded Territory are “voided and refunded, minus an administrative fee of up to 10% of the total purchases”.

Two further clauses, 3.3 and 21.1(i), deal with masking your location, and clause 21.1(i) makes it a ground for suspension or closure. This page records that those clauses exist, and stops there. A block is the operator's decision about its own service.

For the ten Sweeps Coin states, Chumba's geo-block page describes the result as Gold Coin free-to-play only. A Sweeps Coin balance and its redemption follow the rules in force on the day; the clocks that apply to any balance, including the 60-day expiry in clause 8.22, are on the redemption time page.

Florida: a per-spin cap and the Attorney General's lawsuits

Florida is named in neither of Chumba's lists. Clause 6.7 of the Sweeps Rules 26.0 caps the redemption value of a prize won on any single spin or play at US$5,000 for participants in Florida. An earlier version, the Sweeps Rules 9.1 of 11 March 2024, applied that cap to both New York and Florida; version 26.0 names Florida alone, with New York now on the Sweeps Coin list.

On 19 August 2026 the Florida Attorney General's office published a news release, “Attorney General James Uthmeier Files Lawsuits…”, which we read on 11 September 2026. It announces two lawsuits filed in Hillsborough County Circuit Court: one against Stake, as the release names it, and one against “VGW's Chumba Casino, LuckyLand, and Global Poker”, with payment processors named alongside. The suits rely on Florida gambling law and the Florida Deceptive and Unfair Trade Practices Act, and they seek a permanent injunction. The release describes the platforms' games as slots, blackjack, roulette and poker.

Gambling Insider reported on 20 August 2026 that the processors named were Worldpay, Trustly, Praxis and Breeze Labs. A lawsuit sets out the state's claims; the release announces filings, and the documents read report filings only.

Ohio: named in neither list

Ohio appears neither in clause 3.1(b) of the Terms 27.0 nor in clause 1.1(b) of the Sweeps Rules 26.0, and the Customer Acceptance Policy 9.0 omits it as well. That is the whole of what Chumba's documents say about Ohio as of 11 September 2026.

Ohio's own definitions sit in section 2915.01 of the Ohio Revised Code. On 8 September 2026 we read that section as FindLaw publishes it, marked current to 1 January 2026; the official copy on the Ohio Legislative Service Commission's site failed to load that day. In that text, one division defines a sweepstakes in terms of a promotion that requires no consideration to enter and turns on chance, and division (C) defines a scheme of chance in terms that include a participant giving valuable consideration for a chance to win a prize.

We report those divisions as text and draw no conclusion from them. Whether any platform falls on one side of those definitions is a matter for Ohio's courts and officials, and this page is no substitute for legal advice.

New York: the 2025 notices, the 2025 law and a reported settlement

June 2025, the notices. A press release on the New York Attorney General's site, read as a primary source, records cease-and-desist notices sent on 6 June 2025 to 26 operators, including Chumba, High 5, LuckyLand, McLuck and Global Poker. Per the release, all of them stopped selling Sweeps Coins in New York. Chumba's Terms 19.0 of 28 August 2025 already list New York among the Sweeps Coin states.

December 2025, the law. Bill S5935A became Chapter 605 of 2025 when it was signed on 5 December 2025, taking effect at once; we read its text on nysenate.gov. It adds section 912 to the Racing, Pari-Mutuel Wagering and Breeding Law and bans online sweepstakes games that use two currencies. Liability reaches operators, banks, payment processors, geolocation providers, suppliers, platforms and media affiliates, at US$10,000 to US$100,000 per violation.

September 2026, the settlement. SBC Americas reported on 10 September 2026 that VGW had agreed on 9 September 2026 to pay New York US$8 million under an Assurance of Discontinuance, covering disgorgement, restitution, penalties and costs. As reported, it covers Chumba, Global Poker and LuckyLand Slots, and players with unredeemed Sweeps Coins are to be contacted and allowed to redeem for a year. The Attorney General's own text had yet to be located on 11 September 2026, so every term here is as reported. A New York player with a balance should watch for the official notice.

Other state laws of 2025–2026 that reach sweepstakes casinos

Beyond New York, eleven states acted by statute in 2025–2026. The table marks whether we read the primary text or rely on a named trade report.

Indiana's carve-out for sweepstakes poker shows up in a first-party document too: Global Poker's Sweeps Rules 25.0 of 13 July 2026 exclude Indiana “except for peer-to-peer poker”.

Officials also acted without new laws. Tennessee's Attorney General sent notices to about 38–40 operators in December 2025; the official release of 29 December 2025 was located and failed to open. The Illinois Gaming Board and the Illinois Attorney General sent letters to 65 operators on 5 February 2026; the letters were located on the Board's site, and their full text is unread here.

Chumba's Terms 27.0 name neither Oklahoma nor Iowa. The Terms change between versions, and the version in force on the day is the one that applies.

What other sweepstakes brands exclude

Each operator writes its own list, and the counts differ widely. The table gives the number of states each document names on its date. It is a record of those documents and recommends no brand to anyone; older documents may have changed since.

Several rulebooks record their own growth. Zula's Terms change log added California and New York to its Excluded Territory on 24 June 2026. High 5's rules carry notices that its sweepstakes platform stopped serving Indiana and Iowa from 16 June 2026 and Maine from 26 June 2026, with play and redemption allowed until 30 June and 10 July. Stake.us's version table records the “addition of further State” in version 18.0 of 10 July 2026. Fortune Wins went from 3 states in version 4.5 of its Terms (18 February 2026) to 15 in version 4.7 of its Sweeps Rules (13 August 2026).

One brand has gone altogether. CasinoBeats reported on 28 July 2026 that LuckyLand Slots would end access and redemptions on 14 September 2026, and on 11 September 2026 luckylandslots.com redirected to a not-available page; the details are on the LuckyLand post. Chumba Casino legal states: reading the lists, and where to get help

Four points keep these lists in proportion:

1. The list is the operator's. Chumba's Terms record where Chumba offers its service. Those are its own terms, read on 11 September 2026, and this page is no substitute for legal advice.
2. An unnamed state is simply unnamed. Absence from a list grants nothing and settles nothing about a state's law.
3. Versions move. The list has grown from 3 names in December 2023 to 16 in July 2026, and the version in force on the day is the one that applies. Every figure here carries its document and date, as described on how we compare.
4. A block is final for that operator. This site describes no way around one.
